You didn't mention that, rather than the mechanism in the law that banned this service, the use of an executive order renders even questionable whether Trump's order is legal and would be enforceable before a court. No, Apple is absolutely reasonable not to restore it until the legal situation is resolved. I understand why Google and Microsoft did the same. Alan Z. Rozenshtein writing for Lawfare:

The promise of non-enforcement offers minimal security. As mentioned above, courts rarely treat such promises as mandatory, even when defendants suffer serious consequences by relying on them. Trump could change his mind at any time or selectively enforce it against companies that fall out of favor politically, and a future administration, taking advantage of the five-year statute of limitations law, would certainly be free to pursue violations independently of Trump's views.
