While C.C. Wei, the president of the Taiwan Semiconductor Manufacturing Corporation (TSMC), mentioned that Apple plans to build a new factory in Arizona despite this challenge, he also pointed out that it took at least two times longer than expected for America to rebuild its own semiconductor sector. Each step requires permits, and if approved, it takes at least twice as long in Taiwan.
Therefore, TSMC added that it will be difficult for them to use the latest technology in the US before they do so in Taiwan.
TSMC regularly updates and improves its manufacturing process. According to Wei, the current US regulatory standards are not sufficient to allow such changes to be made quickly enough.
Therefore, the company is investing 65 billion dollars to build three factories in Arizona, but their shiny new facilities seem outdated.
The current US semiconductor production of Apple supports this claim.

This phenomenon has already appeared in Apple's manufacturing industry in the US.
TSMC Arizona currently produces the A16 Bionic snapChip for Apple. This snapChip was released with the 2022 iPhone 14 Pro and is now used in the basic iPhone 15 and 15 Plus.
However, recently, they added the S9 SiP from the 2023 Apple Watch Series 9.
These chips are not particularly old but are not among the most recent Apple Silicon innovations. And this comment helps explain why it is like this.
